WebIIRC, it's a bug with Book of Steel that has never been fixed. Still iirc, the solution is to download the retexture of the T-51 in Fallout 3 from the same author. It won't modify the body armor paint since this is "BoS T-51", and the Fallout 3 texture retextures the normal T-51 entry, but the helmet is in both case the normal T-51 entry.
